[.804][Graphics] FoW Continent Edge Effects

I'm getting a weird shadow on the edges of continents underneath the fog of war.  I think it's rather jarring, personally.

I think this is where you know the terrain, but you cannot see what is going on. So you need watchtowers, better sight units, etc.

That said, I think the fog is a little too thick and makes it tough to see

Wrong edge, I'm thinking the one near the coast, that looks like it follow the coastline.  It's the line between the "edge" and the first tile.  Let me go circle it.
