[0.804][Bug/UI?] Game slows down upon start-up

Ever since beta 0.804 was patched in, everytime I start the game up after a few seconds the game slows down a lot. The background animation and music get really choppy and I dont know exactly what is causing it.

In the previous beta version this happened to me, but it only happened when I Shift-Tabbed and selected the chat from the Impulse Reactor. I made a bug report on that and you can find it here https://forums.elementalgame.com/384929. The only difference now is that everytime I start the game up it slows down like this.

If I wait for a couple minutes it eventually goes away but if I try to do anything else (new game, load game, etc) while its slowed down itll take forever to finish. The only thing I can see is that when I open the task manager I see that Elemental is taking up 100% of the CPU, when it stops being choppy and the game is playable it takes up around 40-50% only.
