[Bug/Interface] No reason for building being unbuildable

I had two buildings that I wasn't able to build last night for no apparent reason.  (I'm sure there's a reason, but the interface isn't telling me what it is.)  Screenshots are attached.

Both require appropriate resource production structures (mine and farm/apiary/orchard respectively).

Well that's good to know, but I'm not sure you can tell that from the interface.

For the forge,  I'll verify this, but I'm pretty sure I haven't researched mining in this game.  (Since I don't have any ore nearby.)  So should I have been able to research the forge tech?

For the granary, this city does have a farm but it may be bugged.  I'm just now noticing in the second screenshot the farm has shifted and is now partially covered by another building.

Gardens doesn't count as farms (unlike those in fertile lands, wheat farms, bee hives or orchards).

I mentioned this in some other thread - but would it be possible to maybe (maybe) lower the chances of certain techs popping up, if you have no resources for it in your boundaries?

 

Like if you have no iron ore, less likely you'll get mining tech. Or no fields, you'll be less likely to get farms, etc?

I note in your second screenshot you have the wandering garden problem I always seem to get.

Why do buildings move around like that? strange bug.

Indeed, it looks like your screenshots display an actual bug, as well as a lack of prerequisites information. I never noticed any of my buildings wander from where I expected them to be until I got up into the turns so high you crash trying to load a game unless you turn on cloth map only. I hadn't seen buildings move around like that in the 3D engine like that before.
