[0.803][Bug] Lost Library not buildable

from Elemental Forums

So I found this place called "Lost Library" It's invisible on the map, but if I click the tile it gives me info about it. I build a city next to it and should be able to build this improvement with the same name, but I can't place it :( I'm assuming this is just something that's not fully implemented yet, or should it work already? 50% more research sounds nice :)

Might be in one of the "disabled"  tech trees perhaps. I don't remember right off which one it was in.

It appears buildable in the city build list, but the game doesn't let you place the improvement anywhere.
