[0.803][Bug/Gameplay]Enemy Sov dies having a city

I was in war against Altar when I killed his Sovereign in the frontier between one of my cities and one of his. Next turn I won a victory conquest even if he still had a city and, supposedly, had to gone back to his city instead of getting permakilled (maybe he didn't have essence?).

I thought in addition to the essence cost there was a percentage chance that a Sov just doesn't escape even if he has essence?

That is what I thought, but it seems like they only build a couple of cities, so they should have some left over.

Also, I killed the queen of Parthia and there was a stack that included the prince. Upon killing the queen, all units disappeared and I won. That can't be right!

The Altarian Sovereign doesn't have that weaknesses... Unless there is also a base % of that happeninig naturally. But I don't know/remember if that works like that.

I remember some talking on IRC that there was just a chance a Sov doesn't escape. This was before 2A, so I'm not sure if it still is like that (not that uncommon to have some undocumented changes).
