[.803][Bug/Gameplay] Pioneer groups consume all the pioneers when building

So this probably has to do with the fact that you aren't supposed to be able to build party's or companies of pioneers.. but apparently when you have a party settle down on a resource it uses all 4 of those pioneers rather than just 1. It doesn't give any additional resources either.
