[Suggestion/Gameplay] Barbarian Outposts / Creature's Lairs

Something's Missing...

So, I was wondering, whilst playing, what's missing from the game? What could be done better?

Then I realised. There're no "neutral" powers, free to be conquered or to take over little bits of the game world.

What's needed is a barbarian faction that just builds little cities in all the non-player parts of the map. They should be pretty freely conquerable, and spread slowly over the map. They shouldn't be able to completely fight against players, but they should be enough to slow the player's advance down over non-watched parts of the map.

Also, I'd suggest that creature's lairs start spitting out other creatures which head out to other places and, after a certain amount of time, put down lairs of their own which they guard. It'd allow a semi-constant source of experience for adventurers, simulate uncivilized / undefended lands slowly becoming more barbaric and, again, slow down the currently ridiculously easy advance onto supposedly dangerous territory.

It should be DIFFICULT to tame the land (except for your first city), not laughably piss easy.

Neutral cities shouldn't cover the map though (although there should be some of them).  That being said, little barbarian settlements (that have a population) but aren't conquerable should be as common as lairs.  When you take them they give you loot, and possibly slaves (if you are empire).  Their size increases with how successful they are at raiding, and they should raid pretty frequently. Other neutral outposts should be set up by NPC's to take advantage of a local resource (selling the resource to whomever comes with money) or sell certain specialties items.  What is more, they should fight each other too.  It is a dog eat dog world out there, and the barbarians fight each other as often as they do the "civilized" folk.

As you expand and continue conquering land, and the percentage of untamed earth decreases this should provoke ever more violent reactions from the barbarian tribes who are gradually being forced back into the mountains.  Occasionally hordes should pour out of the mountains, or off the deserts or steppes.  This should continue the process of "taming" through the game if done right.

Ah, beautiful. The creature lairs thing still stands, though. Also, if random creatures could slither out of the mountains, that'd be nice, too.
