[.803] [Crash] Repeatable - Game freezes when placing two build structures on city tile.

Heyo,

Managed to find a repeatable crash, I've repeated it twice now. 

Here's how it works:

My capital city; build merchant on far right tile.  Next I click hut, and click on the tile next to it.  The Hut graphic freezes without moving over to the construction graphic, and the whole game locks down.  I alt tab out, and close the program.  I reloaded my game, tried again, and the game froze again.

I have uploaded my save game and the dump.  The city where this is happening is the far right city, and is also the capital.
