[0.803][Bug] Build Harbor/Fishery Anywhere

Last night I discovered that if you queue up any housing building to a tile then cancel it the tile then acts as beach allowing you to build a harbor or fishery. Haven't tested it throughly so I'm not sure if it's just caused by queuing up any building then canceling or if it's specific to the villa/mansion which were the two buildings I tested it with.

Dunno if I cancelled a building but I also noticed that i could build a harbor and fishing building nowhere near water.  Tried to screenshot it but game crashed from another bug.

Howdy, 

I made a post on this bug earlier with a pic. Seems it's quite easy to build fisheries and harbors on land still. Figure the guys know about it and they'll get around to it.

I have the same occurring in a current game

One of my cities is landlocked with mountains on 3 sides, yet I am still able to build a harbour or fishery

When it comes to bugs in the beta it's best never to assume the devs know about it unless directly stayed by them they are aware of it. After all that's how stuff ends up not getting done with a lot of things. Everyone just assumes someone else will do it and then no one does.

Also your post just said you are "somehow" able to build them on land with no mention of how to replicate it. Plus the post was during 0.802 (aka Beta 2 version). This is 0.803 (Beta 2A) version so there is a chance whatever caused it then was fixed but it still exist due to other reasons.

I experienced this yesterday with version 2A, so the bug still appears to be an issue.

We are aware that coastal improvements can be built on previously demolished tiles.
