[.803][Bug/Gameplay] Buildings don't require the right techs

I can construct a palace and a market place without researching the appropriate techs for it.

Update: Unfortunately we've had to close off fogbugz to the general public due to a high volume of spam. For subsequent betas, please post crash reports directly on the forum. For the dumps, we recommend DropBox. Please do not upload dumps to sites such as Rapidshare as the limits on those sites can make gathering large numbers of reports quickly very difficult.

Gee thanks.. didn't read that or anything.. like I want to make another account on dropbox.. I'm also pretty sure I -didn't- upload it to rapidshare. But in any case this is easily reproducable just by researching civic (I think it lets you construct the buildings of the techs it says it allows you to research after)

It applies to any similar sites. Timers, captchas, download limits, etc. make it a hassle to get debugging info, which is why we ask users to upload files to hosts which allow direct-linking (such as dropbox does).
