[0.803][Bug/Gameplay] Sovereign movement speed never increases

potions, books and levelups are useless

I cannot make my sovereign speed raise above 2.0 (initial value). Consuming potions ans books make no effect. Increasing speed during level ups has no effect.

On the other hand, boots and other items that increase speed while equipped work normally.
