[0.803][Bug/Gameplay] Cannot build buildings I have researched

Lumber yard in particular

from Elemental Forums

After conducting the research to build Lumber yard, the lumber yard is still grayed out and I am unable to use it even though I have meet all of the prerequisites.

I have found a similar topic on Granaries.... which means that there are other buildings that may do this (I will update this and add them, if someone else doesn't beat me to this.  

[Update]: It seems that Lumber Yard requires a level 2 city rather than one! Either a typo in the requirement or in the code. :P

[edit] It seems there is some special requirement for Granaries (not sure what.)

Granaries require one of the four-tile food improvements (farm, apiary, etc).

ObjectDock - Access shortcuts and frequently used applications from an animated dock.

I find at level 3 city, my options of what I can build are significantly reduced though

Bloody work keeps me so busy I haven't played for a few days. I will look tonight and see if I can show specific things that seem to drop off on my build screen when I hit level 3 city.  But there appear to be less options of things to build.  I know some things upgrade like houses, but will double check and get back to you.
