[0.803][Bug/Gameplay] Building limit reset when city levels up

Multiple mills, palaces, etc

On level 1, I can build a mill. On level 2 I can build another one. On level 3 -- another one. As I understand, there should be only one mill per city.

On level 4 I can build second palace sometimes.
