[Beta 2A] Suggestions - Ability to load Saved Sovereign

Issue: You can create and save a Sovereign but, you can load them, Duh! O:)

Suggestion: Ability to load a created/saved Sovereign!

Well, in beta 1Z, created sovereign appeared in the following new games as an available sovereign. Maybe it is a restriction they have made for the beta 2 series

If you save them you should be able to load them, just having them appear as a selectable sovereign doesn't allow you to load and re-edit them!

This has been bothering me too... One thing I noticed, though: if your game ends (e.g. your soverign dies with no cities), but you don't quit out of the program, you CAN load your custom soverign, at least until you quit.  So apparently it's saved, but not over multiple times of running Elemental.
