[Bug/Glitch] City fog of war permanent

The first city I built with a watch tower is surrounded by fog of war and it will not go away.

Does it regain its sight radius if you garrison units in it (or eject and regarrison if there are already some there)?

I believe that I have fixed this; I didn't reproduce this one specifically but I fixed multiple bugs with cities and FOW which were likely responsible for this bug.

Have had this happen to me multiple times. Even with watchtowers or garrisoned units.
