[0.803][BUG?] Can't found city on apparently empty tile

The tile above my Sov's party looks empty. A city can be founded on the tile he's standing on.

Moving 1 tile 'up' a city can't be founded:

There's a few other tiles nearby that appear empty but won't accommodate city founding.
