[Bug/Gameplay] Can't Build Farms or Beehive Collectors

Despite having the research and both the tiles being right up against my cities, I was unable to use the tiles.  I also had more than enough resources to build the structures. 

I'm not sure what else you need, but if you need something else post and I'll add it.

What is your city level and how far from your city center are those tile?

Sounds like available open Tiles might be the issue?????

Sadly I didn't take a picture.  The tiles were right next to the original city tile.  My city got to level three.  In previous betas it worked fine.  It was well within the boundaries of the cities power.
