I don't want to be forced to put my coastal cities in a few select locations. It would be nice to either choose where we want to put our harbors or give us more beaches. Thanks
Harbors are a bit whonky right now. I agree there are too few beaches as well.
Once the city limit has reached water, it allows you to build a harbor away from the coast! Then if you build naval units, they are trapped as they cannot get to the water. I imagine with magic, you can create beaches,but there are just too few right now.
