[Beta2][Bug/UI] When loading a game next improvement built triggers all cities upgrade notification

Whenever I load a game, the next time a city improvement finishes building, I get a notification message for all my cities telling me they were upgraded to metropolis, city, town, etc. The thing is they really arent changing in their status, its just telling me what they were already.
