[Beta2][Crash] Reproducible Crash from "3 tiles of doom" when building city improvements

Greetings I stumbled upon a reproducible crash that happens when building improvements in certain construction tiles in the City of "Enlul" (save provided). To further test I tried building in every other tile around the city and apart from these 3 tiles, the others worked fine.

Furthermore I tried recruiting the neutral heroes you can see there and also killing them and the crash would still happen. I also passed the turn and it still crashed.
