Have 22 civic and 12 war researched any any research further than that (in either category) causes the game to lock up. By the way.. there is no debug.err file on this computer (running windows 7)
Having a similar problem myself, but I'm a bit further in the tech tree than yourself. I can't seem to find any other cause of the hang either. After I select the new tech and hit 'complete' it hangs. I'm at 27 Civ and 32 War.
I have experienced this as well, been trying the game on my old computer and found it crashes far more often there than on my high end new one.
I have a problem with the agility bonus tech in the warfare tree past the first level. When I chose something else the crashes stopped.
