[Bug/Interface] Build window tooltips not loading

from Elemental Forums

After playing the game for a few turns:

 

My town was already selected from a previous turn.

I clicked the build button on the left portion of the lower UI.

This opened the build window.

 

Whem I moused over the structure  entries in the window, the lower half did not update with the tooltip or information for that structure.
