[Bug/Gameplay] Potion that increased combat speed by 0

I did not manage to get a screenshot of this issue. However, if anyone else sees this, grab one!

I received a potion (I feel like it was from a quest, but it may have been a cave (wolves)) that increased the combat speed of the drinker by 0.0. I tried it out, and sure enough, my combat speed didn't change.

I think it's the same "bug" :

it gives you +.25 to combat speed. Because the value is less than .5, it doesn't show up.
