[0.802][Beta2][Bug] strange AI cities

I have captured a Capitar city. And I was suprised to see that this level 1 city has 2 studies and 2 workshops. It seems that the AI isn't aware that there are some limitations of the number of possible improvements by city level.

Capitar have two extra buildings the look identical to studies and workshops but have their own build limit and slightly different stats.

I'll tag along on this thread to corroborate what the OP was seeing, + one extra AI issue:

a lvl 2 Capitar town (I haven't conquered it yet) with what looks to be 4 workshops and 4 studys.  It also built 1 more garden than it needed to build the hut that takes it to lvl 2.

I have tried to plays as capitar. And when founding a city capitar has 2 buildings giving research points, study and tutor,  and 2 building giving materials, mill and workshop. So the AI is behaving correctly. But it is very strange since you don't have a summary of all buildings in your city.

I am pretty sure that some people will say that the AI cheats if we don't have more feedback about the buildings  in a city.
