[0.802][Beta2][Bug] Strange behavior for the empire tree

The empire tree is composed of 2 main items: the Sovereign/champion list and the city list.

If you have lots of champions, the city list won't display all of your cities. I am able to undeploy the city list by clicking on the red arrow near my top city on the empire tree, but I am unable to do the same thing with the champion list.
