Can't build harbor

I have a city that is adjacent to a "beach tile" and I have all the required resources, so why is harbor grayed out?

 

I placed the city on the tile closest to the "beach tile", is it too close?

 

Edit: I was able to build a harbor in a city that was nowhere near the water, much less on a beach tile.

 

I guess it is a beta after all.

I built a frigate in a city with a harbor that was near-ish the water, but the harbor itsself couldn't be placed closer than 1 square away from the water.

Though that might not have mattered, since my Frigate spawned in city-center, which was considerably further from the water than the harbor was.

Wasn't able to move the frigate.

I had a fishery at the beach, but the harbor was built by my lumbermill nowhere near it. Luckily the frigate was able to move out through the fishery.

Harbor placement is not very intuitive though.

Not only was I able to build a harbor in a land-locked town, I was also able to build a frigate!

Harbors and Fishing villages work sometimes and then other times not so much. I had one beach that let me build a fishing village and a harbor side-by-side, it looked damn nice with the models extending out into the water. Most of the time this doesn't work out. Even stranger is when your harbor can *only* be built in one spot on the edge of your town... despite having perfectly good fields on the other sides, and even a coast.

I also noticed that there seemed to be VERY few "beach" tiles.

Although to be fair, they are more numerous than iron ore in beta 2A
