[.802] [Suggestion] Why move sovereign after creating city?

After creating a city I think he should stay in the same spot instead of forcing a move. It doesn't make sense to me and you are potentially making us lose movement points. Also some sovereigns will want to stay in the city anyway for bonuses they provide. Just a little thing that's been bothering me for a while.

Yeah, I've always found it enormously unintuitive that the sovereign should somehow move when founding a city. It can be especially annoying if the movement takes you in the opposite direction from where you want to explore, for instance.

They should garrison the city as soon as they build it.
