[.802][Bug/Interface] Mouse jitter with keyboard modifier

When selecting a group of soldiers to move out of town I will use shift or ctrl, in this version holding those keys down causes the mouse to 'stick'.

I have the same issue. It makes it a real pain when trying to get stacks out of cities.
