Mousing over a building in a town doesn't show tooltips for all buildings:
Tutor
?Town Center? Maybe as intended, tooltip DOES show for town when it is not highlighted
This seems to be a more general problem than just buildings, for instance if a unit is currently selected the mouseover information does not appear. This is quite repeatable, just select a unit and mouseover, note that nothing appears in the bottom-right corner of the screen. Deselect the unit and mouseover again and the information card will appear.
If this is intentional I would suggest that the card should appear regardless of selection status.
it does appear to just be stuff left out of the game intentionally, but a placeholder would be nice
