[0.32 1Z4 Gameplay] Sudden drop in prestige?

My town was running along with 5 prestige, 1 base plus 2 from each of 2 town halls. I ignored it for a few turns and when I looked back it was down to 2 prestige. Does building a mine reduce prestige, or is this a bug?
