[0.302] [Bug?]Building Outside Borders

Didn't see this mentioned elsewhere (probably missed it, but...), I'm able to start building construction outside my borders.

In the pic my city Navaalima is in the upper-right (blue city border).  My borders are red, to the west are orange borders, and to the south are purple borders. I was able to place a lumberyard to the south-west, below the mountains, in purple's territory.

After the building was built the borders moved:

I've also been able to do this with the 'lost library' along the mid-west coast.

I don't know if being able to start construction in another's territory is intended.  Seems it shouldn't be possible, but that's up to the powers-that-be.

1) As your city gets larger, you can place some buildings away from your city.  If I recall correctly from earlier betas, a level 2 town could place buildings up to 2 tiles away from the city, level 3 three tiles, etc.  This works for farms, lumberyards, and mines, and maybe for other types of resource buildings (I haven't tried any others).  So what you're seeing might be normal.

2) Is it really still full screen, or is it just that the window has the same resolution as your desktop?  Sometimes it can be hard to tell.

1- You're correct, but it's the ability to place in another's territory that seems questionable.  If it's not intended there needs to be a check before allowing construction.
