I am unable to open the file whaticall (a skin) even though I have windows blind and wincustomization

If I know my names, WhatICall is a windowblind by Country Yokel. It should have the .wba extension. It should open in windowblinds if you have it installed. Did you open Impulse and install windowblinds?

If so, you need to run windowblinds and choose whaticall from the list of skins. Apply it, voila!
