[0.3][1Z2][CTD] CTD on next turn

I got a crash when clicking on next turn: the button was greyed a bit longer then I got a CTD

The previous turn I conquered a Gilden city and this turn I killed its sovereign then set some build in the build queue

The .zip already includes the debug.err in it. Just saying as reference for anyone who didn't know.

BTW, when all of these crash occurs, I have planned road to be build with the road master bonus (that isn't working)
