When creating a custom sovereign, you can add a shield that will increase your defense by 3 without any cost.

You can equip a shield in the custom sovereign dialog, but you can't equip the shield you find during the game? Good catch!

Update: Ah, sorry, I didn't notice that you were reporting for version .3 instead of .299. Downloading .3 now.
