[0.299][1Z1][CTD] crash when adding a study to a city

I was in the city zoom build mode. I have selected a study and added to the build queue. then I got a CTD

I had a similar issue only it was a university that I was trying to build when it CTD.

I got the same thing trying to build a town hall.
