[CRASH] Failed to download data file

I used to be able to play in the beta till i reformatted my PC to Windows 7 64bit. Now, i'm able to juz install the game but whenever i start it up, it would complain "Failed to download data file. Please make sure you are connected to the internet....". The funny thing is that i was able to install and play it on my laptop which is also running Windows 7 64bit using the same network and settings.I've reinstalled both Impulse and Elemental several times even making sure that the registry keys are cleaned. I had also tried to import the settings from my laptop over to my PC but it still doesn't work.

This is my debug.err.

Managed to trace the issue down to UPNP. Apparently the software is trying to detect certain UPNP settings and it so happens that my PC's UPNP isn't working well. I'm using UPNPTEST from http://www.mgillespie.plus.com/ . My laptop passed all the tests but my PC failed Test 7  and Test 8. If anyone has experienced resolving UPNP issues, please let me know.

That's odd, it shouldn't be doing anything with UPNP at this point.  It's using the same ports as web browsers use, so those should be open by default.  Did you make sure that Elemental is unblocked in any firewall, security and anti-virus programs that you have installed?  Also, sometimes Windows Update will turn the firewall or Windows Defender back on after updating so if you've had them turned off, check to make sure that they're still off.

I'm pretty sure Windows Firewall is turned off and i have disabled my anti-virus but its still the same. I used Wireshark and i can see the game making connections to http://38.98.152.157 but it still complains that there is no internet connection. I hope final release won't have this issue.. :(

You are right. I disabled UPNP on my laptop and the work still works. I still can't pinpoint why my PC doesn't work.. Someone help?

I have the same issue with 0.302, has anyone figured out a workaround for this 'failed to download data file' problem?
