[0.299 Gameplay] Pioneer behavior

I've started playing around with pioneers, and have seen some odd behavior.  I'd like to know which of these are intentional and which might be bugs.

1. I move a pioneer to a resource outside my sphere of influence and try to construct (for instance) an orchard.  It won't let me.

2. I move a pioneer to a resource inside my sphere of influence and try to construct an orchard.  It lets me.

I would have expected the pioneer to be able to construct outside my sphere of influence, and for that to expand my influence.

3. The orchard built in (2) does not appear to contribute any food to either of the two towns I have.  Even waiting for several turns (to allow for transport) the food totals shown in the city details windows are not changed.

4. I move a pioneer to an isolated forest intending to construct a lumber yard.  The game tells me that I can only build on a resource.  Isn't a forest a resource?

It seems that you require the Research associated with the resource in order to BUILD upon it. Forests already have a Building assigned to them.

I have managed to Pioneer build on Bees Nests, Wild Flowers, and assorted Minerals.

If a connected Town could build it, then a Pioneer can go outside the Town's sphere of Influence, and consume the resource for use. OF course it requires protection as enemy Pioneers can steal them away.

Sadly, I believe any Shard that is Pio'd, does not currently provide the Bonus and is being looked into by the DEV at this time.

I already had done the research for the lumber yard, and had actually built one in one of my towns.  So that's not the reason the pioneer was unable to build one.

Similarly, when I tried to build the orchard outside my borders and it wouldn't let me, I did already have the ability to build orchards.

OK, in my latest game I am able to harvest apiaries and orchards beyond my boundaries with pioneers.  So I don't know what was wrong the first time.  I'm still unable to build lumber yards on forests with pioneers.

Addressing point (3) in the OP, I now see that the food resources built by the pioneers do show up in the kingdom report, but not in the city reports, which is what was confusing me originally.

So far I've been able to harvest apiaries, farms, orchards, and stables with pioneers, but not forests, and not any type of mine (the iron, gold, and mineral deposits all say "requires a city" when you try to use a pioneer to harvest them).
