[.298 BUG] Sov Unit Icon Displaced Upon City Exit.

It seems random, but every so often when my Sov is exiting a city, SHIT+S shows he is standing where he exited, but his icon graphic is standing in the middle of the city.

Furthermore, any time the sov unit is displaced like this, any secondary units exiting the city into the sov's stack will instead exit the city randomly as if they where ejected.

Moving the displaced sov unit, and thus replacing the icon where it should be, allows secondary units to exit where the sov was...

However, any time you try to exit a unit into the sov stack (now replaced) the secondary unit exits on top of the city and not randomly ejected as before.

They are selectable on the city square.
