[0.298][1Z][Gameplay] hardy talent for sovereign without effect

The hardy talent cost 10 point and is supposed to help with HP. When I create a custom sovereign with only the hardy talent, I don't see any difference in HP, contrary to what happen when increasing constitution attributes.
