[0.295][Bug/Gameplay] Unable to halt sovereign set to auto-turn and auto-explore

If sovereign is set to auto-explore and game option 'auto-turn' is enable, unable to halt progress as turns continue to pass even as reports are brought up. Game crashed once I manually saved by pressing escape key.
