[0.302] [Bug/UI] Num pad unit movement controls still seem to be gone

In earlier builds, using the num pad to move units was erratic--diagonals worked sometimes, but not always. As of the 1G builds, it seems like 1, 3, 7, and 9 on the num pad never work to move a selected unit (toggling Num Lock does not seem to affect anything).

I had a weird episode in my most recent game where this suddenly started working again. I was very surprised, because I'd previously been using these keys to cycle between cities/units. Then all of a sudden, it started moving my sovereign instead. Annoyingly enough, it even moved my sovereign when he wasn't selected. In the end, I manually selected one of my cities. By that point, my sovereign had run out of movement points, so hitting the numpad keys did nothing. However, after I added a building to the build queue in my first city, numpad 3 and 9 (i.e. pgdn and pgup) reverted to cycling between cities. I should note that during the period where I could control my sovereign using the numpad keys, I still couldn't cycle between cities/units even when using the actual real pgup/pgdn/home/end keys.

I wouldn't be at all surprised if I was just seeing a few weirdly 'consistent' 0.295 games and that the code affecting the num pad navigation is more or less the same as its been for a while.

The thing seems really simple just looking at the keyboard. NUM LOCK on? Then the num pad lets you move a selected unit in all eight directions. NUM LOCK off? Then the num pad acts as alternates for the arrow keys, PAGE UP, PAGE DOWN, HOME, and END. Do devs really have a secret hatred for keyboard UIs?

Functionality in 0.3 and 0.302 seemed to be the same, no num pad navigation on the diagonals. Please don't let this be a design decision...

I had a brief moment of 'normal' num pad navigation in both patched 0.32; didn't get to play much 'unpatched' 0.32, and never got the num pad diagonal moves to work for me. Basically the game still forces me to use the mouse for diagonal moves. Is this By Design?
