[.295][Missing file]: no quest no CoreQuestLocations.xml

I'm interesting in playing quests in this beta 1G, but after wander around the map there are no such a quest to do. So I read in this journal (https://forums.elementalgame.com/376803) there must be CoreQuestLocations.xml in Game\Data\English\Core Quests\ directory but my Core quests is empty. I think the missing file is the cause of no quest in the game. Is this bug?

All the xml for those DATA folders is downloaded at run time, so all those data folders are supposed to be empty. I'm looking into the culprit right now and will let you know what I find

That file is located in C:\Documents and Settings\All Users\Application Data\Stardock\Elemental - War of Magic\Temp\English\Core Quests
