[0.295 Gameplay] Building sites unavailable after reload

Following a crash, I reloaded from the last autosave and tried to build a new house in my capitol.  Here's what it looked like:

I've indicated a tile next to my city where I'm not given any option to build on.  Before the crash and the reload of the saved game, this tile was buildable.  After the reload, it's not.

After I tried loading the saved game I linked to above, the problem was even worse, with none of the tiles around the southern edge of the village available to build on, the only tiles that I could build on are the ones at the very northern edge of the city.

In another game:

The shard was buildable before the crash, after the load of the saved game I see this.

I had major issues with this in my last game, to the point where I couldn't build anything further in my capital, even though I had an orchard available on the tile right next to the city center, and 6 unused building slots... couldn't even build a house after the 3rd-4th reload.

In my last game I discovered that after a crash and reload of the autosave, farms in my 2 towns were producing less food than they were before the crash, as if the fact that I'd researched 2 enhanced farming techs had been lost.

I've had techs go "missing" after a reload as well. In my case it was the weapons that were unlocked by the first melee weapon tech. The tech itself still showed as having been completed in the research screen though. It seems that save/reload is just messed up across the board.

I think this problem is still with us in 0.299.  Before I saved the game, my town could build on the farm right next to it, but after reloading the saved game a farm is not available as an option:
