[0.291 Bug] [Gameplay] Unit movement issue

I have a unit that can move 3 spots a turn. For some reason his first move is costing him 2 of his 3 move points. Screenshots below:

 

Top screen is before move. Bottom screen is post move (added a ghost of where the unit used to be).

I guess that moving on non road/river terrain cost 2 movements point per title.

Then why can I still move when I am left with only 1 point?

You need at least 1 point in order to be able to move. And your initial movement speed it set to 1. And movement cost associated with the tile determines if you can make another move

I move the unit once, and his movement points go down from 3 to 1. If the cost of moving the unit is 2, then I shouldn't be able to move the unit at all when it only has 1 movement point left but I still can.

It depends of the rule. If the rule was: you can only move into a tile if you have at least the movement cost of the tile.

But it isn't the case. And it is lucky since all units have a default movement point of 1 and nearly all tiles have a movement cost of at least 2.

Its the same in civ, at least since 3.

In 2 you only had a chance to succesful move when you didnt had enough movement points. But i guess that maked the game too luck dependent.
