.295 [Bug] Options->Gameplay Tab, Tooltip delay arrows unresponsive [FIXED]

I wanted to test out the technical aspect of the beta client so I just started randomly clicking things in the options and I found that the arrows on tooltip delay are unresponsive.  You have to click it 4 times to move it one point.

This was actually just a display issue.  The slider moves in 0.001 increments (3 significant digits after decimal place), but the display area only shows 2 significant digits.  I have updated the internal build to show 3 significant digits in the display area.  Thanks for pointing it out!
