Here is a picture of what happened.

I tried it with all firewalls, virus protection OFF. And I can access my cable internet NO problem. I even uninstalled impulse and reinstalled.

The solution to getting past this annoying popup is to hit the ESCAPE KEY, and it blows right past it.
