[0.291 Gameplay] Bad starting location

Starting a new game, my sovereign was placed next to a plot of fertile ground, on an unoccupied tile, but otherwise completely surrounded by forest.  I founded a city, but my sovereign did not move away from the city like it usually does.  I moved him one tile diagonally away from the city and tried to build a hut, but found that no buildings were selectable from the list:

Well, you need to research farming (3 turn)  and build a farm (20 turn) to be able to access to non forest tile.s So it is workable but clearly a bad start.

So you think it's working as designed that I can't build a hut?  Maybe so, but it's still a bad starting location nevertheless.

Well, nothing were forcing you to build a city on your exact starting location. Have you moved and waited 1 turn before building your city, you would have been able to build your city on the other side of the fertile land.

And if my starting position had been 10 tiles away from a farm, I could have just used 10 turns to move to the farm before founding my city.  It's still a bad starting location.
