[BUG] Loading a save game results in a blank map outside of city ZOC

On restoring a saved game the entire explored map, outside of the area of control of a city, comes up as blank territory. I had to re-explore before things would show up again.

I cant even load a save game without the game crashes

I've been able to load a saved game created in 0.291, but not one from betas before this one.
