[0.291][Bug/Gameplay]Not able to move unit to valid tile near coast

As seen in the above screenshot, I can't move my Lady of Tarth to the tiles near the coast. This isn't an isolated occurence. Moving near coasts is often very wonky and I can't move units close to it (or build close to it).

It's a bug since the first beta. It seems that the map isn't always showing the exact place of things.

Devs stated that in fact those tiles were "cliff" tiles, and so not walkable.
