[Bug/Interface] 0.264 Keyboard (Num pad) navigation is erratic

I've seen similar problems since the first public beta, but to my great chagrin 0.264 seems to be making the problem/functionality more consistent. In earlier betas, losing coherence with the 1, 3, 7, and 9 keys seemed to be related to stacking up turns in a game. With 0.264, it seems like Num pad navigation is broken from the git-go.

I who do not have a numpad at all was really miffed that I can't seem to navigate anything by the arrow keys. I hope that is a bug.

I've never owned a keyboard without a num pad or had to suffer one at work. Is there some enabling key like NUM LOCK that you need to press to make sure your arrow keys are active? The arrow-only keys on my current keyboard always work.

I started using the dedicated HOME and END keys after reading about them in a dev reply to eobet's suggestion about toggling between units. Their response is definitely erratic, and I suspect that the instability might be related to running in window mode and switching back and forth between the game and other stuff.

In some games, both HOME and END have simply stopped working or refused to include a particular unit in the toggling list. In my current game I've switched back and forth several times and now the HOME key gets stuck on the no-unit-selected/mini-summary display. That non-unit info display is also 'in the list' for the END key, but somehow doesn't get stuck they way the HOME key does.
